Housing Facility Situation Existing facilities consisted of 200 single family housing units which were heated by oil-fired forced hot air system. Heating fuel source was #2 heating oil which was stored in under ground storage tanks. The Federal Energy Policy Act of 1992 and Presidential Order 12092 mandated that all Federal facilities reduce energy consumption by 20% by the year 2000. Newly passed Maine DEP regulations called for the removal of the storage tanks and replacement with tanks meeting revised DEP standards. Environmental Issues Removal and disposal of oil and sludge from existing tanks. Removal and disposal of stock piled petroleum and contaminated soils. Site restoration. Removal of contaminated and non-contaminated soils |

PROJECT OBJECTIVES
PROJECT SOLUTION To meet Military Specifications to provide for energy efficient heating and Domestic Hot Water (DHW) for single family units SavageALERT selected an energy efficient gas-fired hydronic hot water storage tank system. In order to meet Maine DEP and Federal EPA Regulations for removal of the existing oil storage tanks and the 120 day project schedule SavageALERT developed a phased implementation schedule. This project management approach provided testing, handling/disposal of hazardous materials and ensured limited intrusion of military activities and comfort issues for the military families. RESULTS SavageALERT's design approach resulted in lowering energy consumption and reduced the cost of energy in accordance with the Federal mandates. The heating and domestic hot water systems installed improved air quality, reduced maintenance costs, provided enhanced operational safety and improved control of temperature thus providing energy savings and improved comfort level of the family housing units. All environmental issues of the project were accomplished in accordance with State and Federal EPA regulations. Each work site was restored to its original conditions with the planting of trees, shrubs, grass and paving of roads and parking surfaces. The project was completed on schedule - 120 days. This construction schedule included removal and disposal of all hazardous and contaminated materials. |
